The context ->>>Hebrews wanting to go back under an inferior way.....the writer goes to great lengths to state....outside of Jesus there is No sacrifice for sins....and where did I state they were unbelievers.......THE WHOLE BOOK is written to HEBREW believers to show the supeior position of Christ and an available position of REST afforded believers in this life!

So if they are believers, they will not do something that leads to wrath, like apostasy. Because Jesus has delivered us from the wrath to come. And apostasy leads to wrath. It follows then, believers will not do what this passage warns against, at the very least they will not remain in it
If they had been of us, they would no doubt have remained with us
