The new testament like the covenant with Abraham himself was and is not conditional.
The Mosaic covenant was conditional based on the Israelites/Jews keeping the Law, when they were cast of the land the only way for their return was to return to the conditions of the covenant.

Infants are the one's who still live on the milk knowledge of the "elementary teachings about Christ" (Osas majors in them as if they are the meat of the word).

What counts is that you grow up into a mature planting of God that bears righteous fruit. That's what the Bible says counts and matters.
By that statement, Luther is not calling for the burning of anything...by stating that Moses would have burned them down (which is true) he is illustrating the degree to which the Jews have apostatized against God.
Now, if Luther would have said, "I wish to see them burnt to the ground", then he indeed could be accused of calling for Jewish persecution..but Luther is a Christian, and Christians love their enemies.

Lies? I can read English. I"m told that OSAS says one can be "out of fellowship with God while still saved". Where is that in Scripture? No where. What IS in Scripture is "he that is not with Me is against Me, and he that gathereth not with Me scattereth abroad." See? The Spiritual Switzerland that OSAS seeks to establish cannot be.
The crux of the problem is osas thinks it's some kind of superior knowledge of the mature. It is not.
And as a result, it leaves believers in their infancy and they don't grow up into that which really matters.
You don't know anything until you grow up to walk the walk Jesus walked.

You may be known by God in salvation but you don't know Him until you become "acquainted with the teaching about righteousness" through the solid food of the mature "who by constant use have trained themselves to distinguish good from evil" (Hebrews 5:13,14).

Paul was setting the order of the church and the requirements of it's leaders. They must be chosen by God and not take on the responsibility of themselves. He continues to explain the teaching of proper doctrine and basically not to let the tares fool anyone by acting like they have received the spirit through ritualistic practices the churches of today rely upon in their services. For it is impossible to bring one claiming christ and partaking of the spirit and tasted the heavenly gifts to renew them to repentance after a turning denial because of a conjured dead faith.
We know this because a few versus down he tells the Hebrews that he expect better things of them . Things THAT ACCOMPANY SALVATION.
Reading that treatise for what it is rather than trying to read out of it the hatred I don't believe you'd be arriving at that conclusion. His statements on jews goes beyond just that treatise he also gave sermons and delivered other material that hit the same notes. And it's not as if the words have never instigated such things, part of the reason for the sanitation that's seen today is because when the treatise was first reprinted in 1614 it instigated pogroms not to mention the impact it had on Nazi Germany. There's a reason the book was featured in the Nuremberg trials.
Your last statement kind of assumes the point rather than seeing things for what they are, because as I said his hatred of jews is part of why there are grounds for questioning how well he truly understood grace. He knew intellectual doctrine but his life and statements don't seem to back up an apprehension of grace.

Believers are sealed until the redemption of the purchased possession/unto the day of redemption. (Ephesians 1:13-14; 4:30)
Ephesians 1:13 - In Him you also trusted, after you heard the word of truth, the gospel of your salvation; in whom also, having believed, you were sealed with the Holy Spirit of promise, 14 who is the guarantee of our inheritance until the redemption of the purchased possession, to the praise of His glory.
Ephesians 1:14 (AMP) - The Spirit is the guarantee [the first installment, the pledge, a foretaste] of our inheritance until the redemption of God’s own [purchased] possession [His believers], to the praise of His glory.
Ephesians 4:30 - And do not grieve the Holy Spirit of God, by whom you were sealed unto/for the day of redemption. *Nothing there about believers being "temporarily" sealed unto the day of losing salvation.
In regards to the deposit/down payment, this is assured by God to believers as the Divine pledge of our future inheritance.
2 Corinthians 1:21 Now it is God who makes both us and you stand firm in Christ. He anointed us, 22 set his seal of ownership on us, and put his Spirit in our hearts as a deposit, guaranteeing what is to come.
2 Corinthians 5:5 - Now it is God who has made us for this very purpose and has given us the Spirit as a deposit, guaranteeing what is to come.
