I look at it like the ark that Noah built. God told the world that the flood was coming and gave them a way to live but it was up to the people to choose. Those that got on the ark survived and those that didn't died. Jesus is our arc and He has given His blood for all to accept but it is up to us to accept it. If you enter the ark before the door closes you will be safe. Once the door closes there isn't any more grace. All glory to God but Noah did build the ark by grace. So God does use man to work at things, even if man isn't needed.

God did not give all mankind a choice to come into the ark, just as he did not give mankind a choice about his eternal destination. Gen 6: 17-18, And, behold, I, even I, do bring a flood of waters upon the earth to destroy all flesh, wherein is the breath of life, from under heaven; and everything that is in the earth shall die, But with the will I establish my covenant; and, thou shalt come into the ark, thou, and thy sons, and thy wife, and thy sons' wives with thee.

The natural man, void of the Spirit, will not choose to believe spiritual things that he cannot discern (1 Cor 2:14) It is the work of God to give spiritual life to the natural man when he is dead spiritually in giving him a new heart in regeneration before he can believe in spiritual things, (Eph 2), so, yes, it is the work of God, not man's work, or choice.
 
John 8:12 Again Jesus spoke to them, saying, “I am the light of the world. Whoever follows me will not walk in darkness, but will have the light of life.”

The scriptures harmonize in their explanation of the difference between good and evil. The scriptures are similar to a puzzle. If you find a piece that has all of right colors and seemingly has the same shape and force one of the ears into place with the pressure of your finger, you will never finish the puzzle. That is the trouble some people have with the scriptures, they try to force the wrong scripture in the context.

And the natural man , according to 1 Cor 2:14, will not walk with him because he cannot discern spiritual things. This harmonizes.

It helps when you go to a Greek interpretation of words. There are different kinds of deaths. There different kinds of worlds. There are different kinds of salvation's. there are different kinds of life. I do not think that a person can just read the bible and not seek the Greek interpretations of what they are reading and understand correctly the teaching of the doctrine of Christ.
