This is just explaining the context of what Paul is about to write.
23 But each one in his own order: Christ the firstfruits, afterward those who are Christ’s at His coming.
So, there is an order of things: First Christ and then those who are in Christ at His 2nd Coming. This is the appearing of believers with Him in the air when Christ comes back.
Then comes the end,
This is the end of this age or era. All that has been has led up to this point. Paul then examines the nuances of the end of this era.
when He delivers the kingdom to God the Father, when He puts an end to all rule and all authority and power. 25 For He must reign till He has put all enemies under His feet.
The "
He" here is Christ. He reigns until He has put all enemies under His feet. He then delivers ALL up to God the Father.
26 The last enemy that will be destroyed is death.
Death is destroyed when he is cast into the Lake of Fire.
27 For “He has put all things under His feet.” But when He says “all things are put under Him,” it is evident that He who put all things under Him is excepted. 28 Now when all things are made subject to Him, then the Son Himself will also be subject to Him who put all things under Him,
Paul makes sure that the believers know that, when Paul wrote "all things under Christ's feet" he did not mean God the Father. The next line is crucial:
that God may be all in all.
At the end, when all is complete, God is
all in all.
If YOU conclude that the devil, sinners, and his angels are still around, YOU are putting God in the devil, sinners and demons. I don't do that. I know they are destroyed. That is the only way God can be "all in all" at the end of this era.
