The intentional meaning of those passages ARE veiled......
BUT only to the Calvinist.
Rightly understood IN CONTEXT (the entire Bible ultimately), they are NOT veiled.
Key work: veiled.
Paul preached to every man. Those who CHOOSE to open their hearts to hear and to believe in His Son have the veil removed, and are freed from the power of Satan, and now enjoy true liberty.
2Co 4:2
But have renounced the hidden things of dishonesty, not walking in craftiness, nor handling the word of God deceitfully; but by manifestation of the truth commending ourselves to
every man's conscience in the sight of God.
2Co 3:17
Now the Lord is that Spirit: and where the Spirit of the Lord
is, there
is liberty.

Verses 3-4 are speaking to those who do not/did not RECEIVE the gospel, CHOOSE rather to believe Satan's lies, do his will,
serve him, and walk his paths. Until such time as they DESIRE to walk into the light, and CHOOSE to repent and believe the Truth.
Deu 30:16
In that I command thee this day
to love the LORD thy God, to walk in his ways, and to keep his commandments and his statutes and his judgments, that thou mayest live and multiply: and the LORD thy God shall bless thee in the land whither thou goest to possess it.
Deu 30:17
But if thine heart turn away, so that thou wilt not hear, but shalt be drawn away, and worship other gods, and
serve them;
Deu 30:18
I denounce unto you this day, that ye shall surely perish,
and that ye shall not prolong
your days upon the land, whither thou passest over Jordan to go to possess it.
Jer 13:10
This evil people,
which refuse to hear my words, which walk in the imagination of their heart,
and walk after other gods, to serve them, and to worship them, shall even be as this girdle, which is good for nothing.
Jhn 3:19
And this is the condemnation, that light is come into the world, and men loved darkness rather than light, because their deeds were evil.

And yet God's will is that the door of grace remains open. Contrarily, the Calvinists' will is to slam it shut.
[2Co 3:15 KJV]
But even unto this day, when Moses is read, the vail is upon their heart.
[2Co 3:16 KJV]
Nevertheless when it shall turn to the Lord, the vail shall be taken away.
Mat 23:13
Woe to you, teachers of the law and Pharisees, you hypocrites!
You shut the door of the kingdom of heaven in people’s faces. You yourselves do not enter,
nor will you let those enter who are trying to.
