It says no such thing. What Scripture explicitly says is that the natural man (as yet unregenerated) CANNOTRight, that's why it says those who learn of the father come to Christ. The only way they can learn of the father is through the spirit. So that right there tells us that unregenerate people do hear and learn from God.
