Here - it's called the New Covenant. God alone executes, and satisfies all of its aspects, stipulation and provisions - man satisfies none of it. Therefore, before anyone can have true faith and believe, they must first be placed under it by God, whereby are they spiritually changed by God that they truly believe. Being placed under the New Covenant is to have been saved, so, salvation therefore must occur first, and from that, belief. We know this because in it we are told that the sins and iniquities of those under it will God remember no more and that God writes His laws into their hearts and minds.

14 For by one offering he hath perfected for ever them that are sanctified.

16 This [is] the covenant that I will make with them after those days, saith the Lord, I will put my laws into their hearts, and in their minds will I write them;
