The entire verse is an "if" statement. "Whosoever believes" is like saying, "If you believe". There is a condition in the statement. Those who don't meet the condition are excluded.
If it is tainted by human misinterpretation, and the one responsible for the misinterpretation thinks their interpretation is what the Scripture actually said, it is pointless to argue with that person since they are unable to comprehend their error.
