    The passage isn't saying that you can't repent. It's saying that "we" (verses 1-3) can't renew you again to repentance by laying again the foundation. It's something the writer of Hebrews can't do; not something you can't do.

    The number of chances is not given in Scripture. God gives each individual the "sufficient" number of chances that that person needs. If he dies and lifts up his eyes in hell, he knows he has no excuse.
