It seems all of your go-to verses come from Acts. Each chapter paints a different perspective based on each authors personality, but with the same message. Many verses seem in contradiction, but with prayer and study, over time they crystalize with meaning. Jesus said: “It is written, Man shall not live by bread alone, but by every word that proceedeth out of the mouth of God.” In other words, we cannot simply ignore some verses in favor of those we prefer.

I am not sure how long you have been a Christian, but I would suggest that you focus on the entire body of Scripture before becoming too dogmatic in your conclusions.

How can you tell if a person is saved?

Or how long they have been?

Since all I do is share how to get reborn, the first 5 books are my go to.

After the book of Acts you will not find any scripture on how to be reborn since most of them are they are to Church's.

Romans 10:9-10 explains that confessing Jesus as Lord and believing God raised him from the dead results in salvation.
Titus 3:5 mentions being saved by the "washing of regeneration and renewal of the Holy Spirit," not by works. 1 Peter 1:3 notes that God gives "new birth into a living hope through the resurrection of Jesus Christ". 1 Peter 1:23 adds that this rebirth is through "the living and enduring word of God". 2 Corinthians 5:17 describes being "in Christ" as being a "new creature", and James 1:18 He chose to give us birth through the word of truth, that we would be a kind of firstfruits of His creation.

I'm talking about specifically how to be reborn.

Romans 10, Paul is speaking to his church telling them to get out and confess if they want to be saved, he is not speaking to the unsaved.

Keep in mind JESUS said we have to be born of water and of spirit.

No place does it give us instructions on how to be saved.
