Yes. Just like Esau and as all of the unsaved are.
[Rom 9:11 KJV] 11 (For [the children] being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth
[Rom 9:13 KJV] 13 As it is written, Jacob have I loved, but Esau have I hated.
[Psa 58:3 KJV] 3 The wicked are estranged from the womb: they go astray as soon as they be born, speaking lies.
[Rom 9:11 KJV] 11 (For [the children] being not yet born, neither having done any good or evil, that the purpose of God according to election might stand, not of works, but of him that calleth

But I have to chime in and say.....you are dead wrong about God NOT LOVING the world, HATING sinners etc etc.
God intervened on Adam's behalf in Gen 3 because He hated him? Ridiculous.
God revealed Himself to Abraham, and gave him profound promises because He hated Him? Ridiculous.
God sent Jonah to Nineveh because He hated them? Ridiculous.
God led, fed protected and cared for the children of Israel and bore their burdens for 40 years because He hated them? Ridiculous.
God gave the Canaanites 400 years to repent because God hated them? Ridiculous.
God sent prophets to Israel for hundreds of years guiding and warning them because he hated them? Ridiculous.
God sent His beloved Son to die for us while we were yet sinners because he hates us? Ridiculous.
Jesus said "Father, forgive them; for they know not what they do" because He hated the Jews? Ridiculous.
I and anyone else could go on ad infinitum.
I urge you to drop that line of thought. It is dangerous.
