YesYep, God will complete the adoption at His return. The adoption is defined as the redemption of the body. Romans 8:23.

Jesus said “ I have other sheep that are not of this fold”....the Father knew who these sheep were. They had not yet been gathered, but they were known.
Also, in John 17, Jesus said “I do not pray for the world, but for those whom the Father has given me”. Three groups of people mentioned in Jesus’ prayer.
