Acts 10:44-47 ESV
44. While Peter was still saying these things, the Holy Spirit fell on all who heard the word.
45. And the believers from among the circumcised who had come with Peter were amazed, because the gift of the Holy Spirit
was poured out even on the Gentiles.
46. For they were hearing them speaking in tongues and extolling God. Them Peter declared,
47. “Can anyone withhold water for baptizing these people, who have received the Holy Spirit just as we have?”
We in verse 47 refers back to the believers from among the circumcised in verse 45. Just as is the Greek word hos which means in the same manner as.
This means that Peter in verse 47 acknowledges that those believers from the circumcised who accompanied received the Holy Spirit in the same manner as Peter and those from the house of Cornelius.

6. The apostles and the elders were gathered together to consider this matter.
7. And after there had been much debate, Peter stood up and said to them, “Brothers, you know that in the early days God made
a choice among you, that by my mouth the Gentiles should hear the word of the gospel and believe.
8. And God, who knows the heart, bore witness to them, by giving them the Holy Spirit just as he did to us,
9. And he made no distinction between us and them, having cleansed their hearts by faith.
Us in verse 8 refers back to brothers in verse 7 and apostles and elders in verse 6. Just as is the Greek word hos, which means in the same manner as.
Here Peter indicates that the elders to whom he was speaking also received the Holy Spirit in the same manner as the apostles and the house of Cornelius.
