The all in Rome, are they every Roman citizen whoever lived, all Roman Citizens alive at that time, or all Roman citizens beloved of God? The context shows all to mean those beloved of God, not every Roman citizen alive circa AD 60ish.

If you answer that first question by saying you know His mind, then logic demands you answer the next question of who can be His counselor, by saying I can.

Ridiculous misuse of context . . . "But have renounced the hidden things of dishonesty, not walking in craftiness, nor handling the word of God deceitfully; but by manifestation of the truth commending ourselves to every man's conscience in the sight of God" (II Corinthians 4:2).In proper context, His chosen people, His sheep, my friend.
