Yes, all sin is forgivable if the individual believes in Christ and repents of the sinful nature. That does not mean that we don't sin, but that we are in agreement with God that we are sinners and we have change of mind regarding our sinful nature, that it is against God.
When we come to Christ we have two natures, the old sinful nature and the new man in Christ. As we yield to the Spirit and continuing in faith, we are being transformed into the Lord image, taking on his qualities. The process is that, as we continue from faith to faith our new nature in Christ should be displacing the old sinful nature. Regarding this, scripture also states that the Spirit wars against the flesh and the flesh against the Spirit, for they are in conflict with each other.
That said, the problem that we have today is that, we have people who are willfully living same-sex life styles proclaiming to be in Christ, but without repentance. Instead of repenting they are justifying this sin and embracing it, because they refuse to give it up.
Jesus did not shed his blood in order to allow us to continue pursuing the sinful nature, but to turn away from it, to bring our bodies and actions under control.
Therefore, whether LGBTQ or any other letter, when they have faith in Christ and repent, at that point they begin their process of sanctification, i.e. the process of being made holy. Though God already sees us with the righteousness of Christ, in this body of sin we are being transformed into His image. When the church is gathered, where we are changed into our immortal and glorified bodies, then we will be immortal and will finally be fee of the sinful nature.
Are people with those feelings supposed to stay the way they are and remain celibate for their lives?
They would need to be praying to God to rescue them from those feelings because they are in agreement with Him that it is sin. If they fall because of their weakness, then they need to just keep going to God in prayer regarding those feelings and their weakness. The true Spirit filled believer will be wrestling against those desires. But, for those who are not wrestling to overcome, but are instead justifying and embracing those sexually immoral sins, then they have not even begun with Christ, because they are not in agreement with God regarding their sin.
Any sexual relations outside of marriage between a man and a women is sexual immorality and that includes self pleasuring.
