There’s no contradiction here. If you read the entire context it is clear that this is referring to those who deny the need of Salvation claiming they have no sin to need it.
For:
If we confess our sins, he is faithful and just to forgive us our sins...if we say we have not sinned we make him a liar. (1 John 1:9).
I have never stated that I am not in need of Salvation because I have no sin or have not sinned. Clearly the context here is not of someone who can say they have ceased from sin (1 Peter 4:1), but of the one who denies ever sinning to need a Savior.
And the purpose of this new covenant, of putting the law in our inward parts, was so that we could do by nature the things contained in the law, that we might not sin against it.
For when the gentiles, which have not the law, do BY NATURE the things contained in the law, these, having not the law, are a law unto themselves: Which show the work of the law written in their hearts (Romans 2:14-15).

In Romans 7:21-25 ( KJV ) it states:" I find then a law, that, when I would do good, evil is present with me. O wretched man that I am! who shall deliver me from the body of this death? I thank God through Jesus Christ our Lord. So then with the mind I myself serve the law of God; but with the flesh the law of sin."
