The beast in revelation 13 is already in Jerusalem.Its the second beast that has not appeared in Israel yet.
42 months the two witnesses and the gentiles occupy Jerusalem.
2 But the court which is without the temple leave out, and measure it not; for it is given unto the Gentiles: and the holy city shall they tread under foot forty and two months.
3 And I will give power unto my two witnesses, and they shall prophesy a thousand two hundred and threescore days, clothed in sackcloth.
They give orders to fire upon their enemies to kill them.
5 And if any man will hurt them, fire proceedeth out of their mouth, and devoureth their enemies: and if any man will hurt them, he must in this manner be killed.
They cause a three year drought that is so bad it causes the Euphrates river to dry up.They also smite the earth with whatever plagues they have.
6 These have power to shut heaven, that it rain not in the days of their prophecy: and have power over waters to turn them to blood, and to smite the earth with all plagues, as often as they will.
They are killed because they torment other people .
10 And they that dwell upon the earth shall rejoice over them, and make merry, and shall send gifts one to another; because these two prophets tormented them that dwelt on the earth.
They are brought back to life and ascend into heaven in a cloud that rises from Jerusalem.An earthquake accompanied theoud.
12 And they heard a great voice from heaven saying unto them, Come up hither. And they ascended up to heaven in a cloud; and their enemies beheld them.
13 And the same hour was there a great earthquake, and the tenth part of the city fell, and in the earthquake were slain of men seven thousand: and the remnant were affrighted, and gave glory to the God of heaven.
The kingdom upon earth becomes Christs kingdom and he reigns from.that day forward forever more.The wrath of God falls upon the men which worshiped the beast and recieved it's mark.The prophets and saints who have died are rewarded and reign with Christ in his kingdom.
15 And the seventh angel sounded; and there were great voices in heaven, saying, The kingdoms of this world are become the kingdoms of our Lord, and of his Christ; and he shall reign for ever and ever.
16 And the four and twenty elders, which sat before God on their seats, fell upon their faces, and worshipped God,
17 Saying, We give thee thanks, O Lord God Almighty, which art, and wast, and art to come; because thou hast taken to thee thy great power, and hast reigned.
18 And the nations were angry, and thy wrath is come, and the time of the dead, that they should be judged, and that thou shouldest give reward unto thy servants the prophets, and to the saints, and them that fear thy name, small and great; and shouldest destroy them which destroy the earth.
19 And the temple of God was opened in heaven, and there was seen in his temple the ark of his testament: and there were lightnings, and voices, and thunderings, and an earthquake, and great hail.
No,the beast does not reign after the resurrection which takes place the same day the two witnesses are resurected.The beast is destroyed the same day the resurrection takes place.The beast does not reign in Christs kingdom.How many times must I explain that to you.The beast is destroyed at the coming of Christ.
If you didn't believe it's good to kill and toment other people then you might see clearly that the two witnesses are not good.There is nothing good and holy about anything they do.
To answer your question what the two prophets prophecy.It is this.
Jerimiah 14:14-15
Then the LORD said to me, “The prophets are prophesying lies in my name. I have not sent them or appointed them or spoken to them. They are prophesying to you false visions, divinations, idolatries and the delusions of their own minds.
Therefore this is what the LORD says about the prophets who are prophesying in my name: I did not send them, yet they are saying, ‘No sword or famine will touch this land.’ Those same prophets will perish by sword and famine.
The same time the saints are going throughout Israel preaching the gospel and being imprisoned and murdered,these two prophets will be speaking lies,killing and tormenting people.
They are doing what you believe is good.
Daniel 11:33-35 is talking Israel, them going into captivity in 70 ad, the wise ones being the apostles of Christ, and all down through the church age, the sufferings and trials Christians go through...all the way to the time the end.
Which, we are living in the time of the end era.
33 And they that understand among the people shall instruct many: yet they shall fall by the sword, and by flame, by captivity, and by spoil, many days.
34 Now when they shall fall, they shall be holpen with a little help: but many shall cleave to them with flatteries.
35 And some of them of understanding shall fall, to try them, and to purge, and to make them white, even to the time of the end: because it is yet for a time appointed.
In verse 36, is the beast-king, who will claim to be God, greater than all. In his estate, his kingdom, in verse 38, the beast-king will honor The God of forces, i.e. the spirit (Satan) who will be the life force in the abomination of desolation statue image.
36 And the king shall do according to his will; and he shall exalt himself, and magnify himself above every god, and shall speak marvellous things against the God of gods, and shall prosper till the indignation be accomplished: for that that is determined shall be done.
37 Neither shall he regard the God of his fathers, nor the desire of women, nor regard any god: for he shall magnify himself above all.
38 But in his estate shall he honour the God of forces: and a god whom his fathers knew not shall he honour with gold, and silver, and with precious stones, and pleasant things.
Daniel 11:33-35 is not about 70 ad.Good grief .This persecution lasts 3.5 years.

He sware it would be for a time ,times and a half.Yet you say it's for 2000 years.

No, verse 2 and verse 3 are not the same time beginning and ending. Evidenced by being expressed as two different expressions
Here is the way a person should be reading those verses....

3 And [before then] I will [also] give power unto my two witnesses, and they shall prophesy a thousand two hundred and threescore days, clothed in sackcloth.
So there is one period of 1260 days, followed by another period of 42 months of the beast's rule which Jerusalem is tread under foot by Gentiles, i.e. the army of the beast-king.
The two witnesses are not two military commanders issuing order to fire. Instead, the two witnesses will have supernatural powers to react to those who try to harm them.
The two witnesses ascend to heaven, and then "shortly" thereafter, less than an hour later, a earthquake will hit Jerusalem.
The rapture/resurrection event of 1Thesslaonian4:15-18 does not take place the same day the two witnesses ascend to heaven.
No-one knows the day nor hour of the rapture/resurrection event. And also is not in the text of Revelation 11.
The beast will be cast into the lake of fire, ending his 42 months reign. During which Satan will be cast down to earth within that same 42 months for a time/times/half time.

For these be the days of vengeance, that all things which are written may be fulfilled.”

jere is actually some words of one of those men as he was facing his execution and realized it a man enduring the great tribulation period of the saints

Jesus apostles and the early church are those wise men who would understand and teach many …..youand I still learn from thier wise words given by the spirit of God 1900 yes later those same men were violently killed and persecuted from about this time forward until we’ll after 67 ad and the three year siege of Jerusalem until it was destroyed and left desolate like Daniel foretold

42 months is 1260 days on the Hebrew bible.
The gentiles occupy Jerusalem with the two prophets who speak lies.
Jeremiah 14:14-15 is about false prophets who God did not send.
Differently, the two witnesses are two prophets that God does send because God raises them back to life to ascend to heaven.

Luke 21 and Daniel 11 is about the end times.Not thousands of years before end times.
Who is in charge during the persecution of the saints in Luke 21 and Daniel 11:33-35 in Israel is the Israeli government that is in charge now.The beast from.the sea.The armed forces in Daniel 11:31 given to the beast from the sea is the second beast which is the false prophet.
The persecution in Luke 21 ,may,24,mark 13 and Daniel 11 begins after the second beast arrives in Israel.

God does not say he sent the two prophets in revelation.
Yes they are raised to life and go into that great lake of fire in the sky.
They enjoyed tormenting other people ,now they will be tormented.
The armed forces of the north stops the heavens do that it does not rain.It smites the earth with plagues as often as it will.
It's like you've never heard of cloud seeding.It doesn't take much to stop.the heavens from raining in the middle east.The armed forces have gotten quite good at it.Its called economical warfare.
You call good evil and evil good.
You believe it's good to kill and torment other people in Jesus name.Thats why you believe those two prophets are good. Those two prophets will say peace and safety just as Jeremiah wrote. Then sudden destruction comes upon them all.

btw, forty and two months is not in the Hebrew bible, the Tanach, old testament. Neither is a thousand two hundred and threescore days

What is in the Hebrew bible is the expression a time, times, half time. Daniel 7:25, Daniel 12:7.
first half of the 7 years

No, that is something you are doing by insinuating that the two witnesses are false prophets.
The two witnesses kill agents of the beast sent to neutralize them. The two witnesses call the plagues to provide cover for the Jews fleeing to the mountains for safety. The two witnesses in Revelation 11 are God's two witnesses. Obviously, because God returns them to life and calls them up to heaven.
