I don't know their motive for the tracking devices, but can only guess it's for no good. This is likely a pressident for things to come.
A. Get everyone scared of the numerous tragic events.
B. Offer a gov/ medical solution
Trying to play God by knowing where everyone is at all times and everything else available about them, including required injections of the poison Kool aid...
C. Streamline it to a beast mark (whichever tech option that will be.)

The list you provided is incredible. If this is not warfare, I don't know what is. They are attacking the food infrastructure and now trying to make these chemical attacks look like accidents.

I'm glad someone found it before the trrorts did any harm there, but this is weird.
