Why aren't both true. Both are clearly found in scripture. John 3:16 is in the same Bible as Ephesians 1:4.
Why isn't God grand enough to choose without compromising the choices that individuals make?

The problem is in the "with all the heart" part. Only those given a new heart and new spirit (those born again), will search with all the heart and soul.

Having Angels watching, is same as God, they are doing God's bidding.

There is a whole lot there and you are partly correct, but not according to your understanding. Suffice it to say, God, by and large, did not make Himself known to other nations intimately the way He did with Israel.
