I'd recommend a Sig Sauer P226
or P229, but they cost about a grand.
Sig Sauer 2022 would be the budget
version, and is an excellent gun.
One reason I prefer Sig over any other pistol
is the single action/double action trigger.
When a Sig has one in the chamber and is
decocked, it's as safe to the user as a revolver.
No so with any other pistol except Beretta.
Glocks, and similarly triggered guns, are reliable
and durable, but prone to negligent discharge.
And for cryin' out loud, don't waste
your money on a stinkin' Taurus.
Seriously, check out the Sig 2022.
I like my Taurus PT 111 G2. I got it for $225 and it does everything a more expensive gun will do. I could buy 4 of them for a grand and still have plenty of money for ammunition.
Yes, they have had quality issues... I don't know if they've corrected all of them, but my PT111 G2 is sitting around the 1000+ round mark, with NO failure to feed, fire, or eject. Ever.
My TCP has around 700 or so through it, and once I got the slide hold open tab filed down to the right size, it's been pretty much flawless, as well. It shoots the cheap stuff as nicely as it does the high end SD stuff.
My 24/7 Pro in .45 has been flawless with round nose profile bullets. For some reason it doesn't like the lighter SWC style bullets. With rounded nose profile bullets, it's been flawless. No jams, no failures to feed, fire, eject.

My wife and I recently visited a gun range and payed a gun rental fee of $15 to rent and use as many handguns as we like. We bought a box of 50 rounds (9mm) and tested out several handguns. In the end, we both agreed upon the S&W M&P Shield for price, quality, accuracy, comfort and conceal and carry. The Glock was really smooth, but we want a safety. The Ruger that we test fired jammed on both of us. My wife actually hit the bullseye with a baretta. It was a lot of fun!
Now go to a thrift store and buy a bunch of different old purses. Then find a outdoor place of solitude[range] and teach your wife to shoot through the purse. Have her learn how to keep the purse on her shoulder and swing the bag portion up as her hand goes inside the purse and fire through the purse. Remind her to keep her other hand out of the firing zone.
Far too many women that are certified to carry spend to much time attempting to pull the weapon out of their purse if they carry there.
Obviously one needs to research what type of ammo and weapon will go through the purse she carries. I was taught this technique from a female USSD DSS[United States State Department Diplomatic Security Service Agent] and female Israeli IDF soldiers.
No.... I don't reload for the 38 S&W... and I don't have any hollow base molds. The only one I used to have was for the 45-70.
You could just shoot a softer lead slightly oversized bullet... that would probably work as well as the hollow base. I don't think you would have to worry about keeping velocities down... the 38 S&W is probably a 750-800 fps round at best. That's slow enough to use pretty much pure lead without worrying about leading.
It might be fun to work up a mild round ball load for it. Pure lead, about .361 diameter....
I read once about a guy that used round balls that were considerably larger diameter than he needed, and he just pressed them through a bullet sizing die of the correct diameter, which gave him cylinders with round (slightly flattened, of course, from the press) ends. He said they shot just fine.
I imagine Lee tumble lube would be your friend, in that scenario....
You can usually buy brand new Lee dies for under $20....
edit.... oops.... they have gone up... more like $35 or so....
I've heard of people drilling out cast handgun bullets to make them hollowpoints... it can definitely be done.
I'm sure you know of the "dangers" of hollow based bullets... but you have to be cautious in loading... if you try for too much velocity, the skirt can be blown off and lodge in the barrel or forcing cone. Some judicious experimenting to find out the best diameter for the hollow base should be fun...

I noticed that the NEW S&W M&P Shield 2.0 9mm was on sale at Bass Pro Shops for $419. Save $50. A Gunsmith on my mail route told me that he could get me that same handgun in the $300 range. At first I thought, great! He pulled that gun up on the computer and showed me it was $366. BUT that was HIS cost, then he proceeded to mention + there is his 10% commission + shipping and handling + tax and now the total is $450. Sounds like a salesman to me. 
I might as well just go buy it at Bass Pro Shops, since he was not being completely honest with me.

but he is local, and our local people need our help or we will no longer have them locally, ask if he can do better or match, I would even pay a little more as I can always pick his brain easier than a big box store.
