Let me simplify with a historical approach - whenever the term "Israel" pops up, keep in mind always that it's NOT equivalent with ethnical Jews nor modern state of Israel between the Mediterrinean Sea and Jordan River. Israel used to be a conglomerate of twevle tribes, Jews are two tribes, Judah and Benjamin, the other ten were lost after the Assyrian conquest, they were scattered around the world and fully assimilated into other nations. So when Jesus said he came for the lost children of Israel, that's what He was referring to. The prodigal son was also primarily a metaphor for the ten lost tribes. Now through Christ, the lost could be found, Gentiles could be adopted as children of God under the Abrahamic covenant below.
