Every person believes something but saving faith is a gift from God that God grants by grace through the preaching of His word and is not something that man generates within himself.
Eph 2:8 For by grace you have been saved through faith, and that not of yourselves; it is the gift of God,
Eph 2:9 not of works, lest anyone should boast.

I have said saving faith is a gift from God. It comes form the word, specifically the Gospel, the power of God unto salvation.
You can't seem to distinguish between believing something to be true (an act of one's will) and faith (a gift of God). So be it.
We are seeing the consequences in society more and more when children are taught what to think but never how to think.

The gift is what is believed, which is the gift. That being, the Word of God.
God gave us the gift of the Word of God.
When we believe it? God makes it to be our faith.
