Repent is about being transferred from the kingdom of darkness to the kingdom of God.
It's about changing who you serve, as your Lord.

2 Peter 3 actually continues on the context, with a warning about heeding scoffers and those who have forgotten their beliefs in God.
Honestly, there are no verses in 2 Peter that can be quoted on their own. Context demands that the book be taken as a whole. And as a whole, 2 Peter commends the faithful and warns the apostates.
