the second part of Acts 5 is about the Apostles being arrested for preaching about the resurrection of Jesus, which he told them to do, and the Sanhedrin was telling them to stop, and their response to them was that they would obey God above men, and the Apostles had the Holy Sprit before then.

we will sin when a human emotion takes over...
We cannot have sinless perfection while on earth,because we are in the flesh,and we are tempted,so there is a possibility we could sin.
Only when we are with Jesus,and put off the flesh,will we not have the ability to sin.
But a Spirit led life will not sin,because the person does not want sin,so by the Spirit they show the ways of the Spirit,and not the flesh.
It is the tree of the knowledge of good and evil,so we can choose the good.
It is not that we cannot abstain from sin,but we want to sin.
Which after we are saved,we might sin,but we are to let it go,and not hold unto it,and we can abstain from sin for as long as we allow the Spirit to lead us,but we are in the flesh so we have the possibility to sin.
But people want to make an excuse and act as if they can never abstain from sin,even for a day,but they cannot say that for we can receive the Spirit,and show the characteristics of the Spirit,and a person can abstain from sin as long as they want the Spirit to lead them.
We might sin 500 times a year,but that is only because of us wanting to sin,not that we could not of avoided it,for we could have avoided it,and that is the point.

Some people are not trying to avoid sin,but are willingly doing it,because they want to sin,and then say they cannot abstain from sin,but that is the point,they are not trying to beat the sin,but doing it on purpose,and then acting as if they cannot help it.

However, this is a mixed works/grace message.
If we view "obey" as compulsion then we are not living in Liberty.

The cost was Jesus death on the cross.
The obligation is to give glory to God with your life and be good ambassadors for our Father King.
Yes it cost God deeply, more than we can ever know, it does not cost us anything, we come only with our faith in the truth that He is able to redeem us by His work.
God gives the gift freely there is no obligation to perform, to earn the gift, or to keep the gift.
Again if you say there is an obligation attached to the gift then that is implying (in a backdoor sort of way) that works are necessary in receiving the gift of salvation or that works maintain salvation.
