This is not about the apostles so why did you bring that up? This is about church leadership and how it has been totally changed through man-made ideas.

Consider that James the Brother of Jesus presided over the council in Jerusalem. After Peter opens the discussion James concludes with:
19 Therefore I judge that we should not trouble those from among the Gentiles who are turning to God, 20 but that we write to them to abstain from things polluted by idols, from sexual immorality, from things strangled, and from blood.
This is then the core of the message that goes out from the council.

You really need to back off on the sarcasm..... you are not very good at it, and it just makes you look like a full on jerk.... no need for it.
Paul, did not obey this. All of his letters together describe the entire Old Testament and New and how to operate Gifts, and Leadership. He sure did not hold back from unloading a bunch of Truth upon the New Believing Gentiles.

Why would James matter until the Council is mentioned, when it was PETER, doing the Works?
Once James becomes someone on the scene, then it is his Moment, but this Moment was Peter's!
I would not call it not obeying, but Paul's letters to newborn or seasoned Christian Gentiles, were not the directive that James gave to Peter. Paul's Letters, are quite detailed, and far from keeping it simple like sexual sins and idolatry, which James instructed.
When we read Revelations we see that Jesus addresses the "leader/star/candlestick" at each of the seven churches.
He doesn't address the whole congregation even though the whole congregation gets the message.

let's look at the other side to this. in this Moment, James, has the final word. So, in this role, James, is one who represents the Others. I have been saying this same thing and getting flack over it when the Bible has example after example of it.

The letter's scope was very narrow. It only addressed the issue of circumcision and the law:
But some of the sect of the Pharisees who believed rose up, saying, “It is necessary to circumcise them, and to command them to keep the law of Moses.”
The letter the apostles and elders created began...
"Since we have heard that some who went out from us have troubled you with words, unsettling your souls, saying, “You must be circumcised and keep the law”—to whom we gave no such commandment—"
This was an answer to the judaizers who were mixing the law with their faith in Christ. The young saints certainly required more teaching than this.
