In this passage, Christ is speaking specifically of Judas. It wasn’t just that he betrayed him, but in the manner he did so. Money. For Judas, it definitely would have been better not to have been born. Does God create humans that He knows He will send to hell? Yes.

I think you could be right. If someone is say a recovering alcoholic and stumbles in their faith because a fellow believer choose to drink a glass of wine, that individual should love the other and not drink in front of them.

Some people can do fine with alcohol, many don’t. Scripture does not prohibit alcohol, it’s against drunkenness.
