    No, God "directs" people's steps. Big difference. Proverbs 16:9 A man's heart deviseth his way but the Lord directeth his steps. In other words We decide the path we want to take, but God directs the events and outcome of our decisions....andcontrols the consequences.

    I don't see any essential conflict between the meanings "goodwill", "unmerited favor" or even "kindness". The fact that God's particular "goodwill is "unmerited" is because we did nothing to deserve it.
