The only plausible explanation he suggests would be if the snipers are hired security and not Secret Service who do not have authority to shoot at possible threats without approval. That would explain why they spent 40 seconds watching him. However, it would not explain why a warning was not sent to the guards down by Trump. 40 seconds is a long time. It also doesn't explain why Trump would be protected by people who are not authorized to shoot.
I don't buy it. What purpose do hired security serve?
If I was his body guard and heard over the radio about a threat, I would immediately respond with proper protocol. That means interrupting the speech and going into evasive, cover and concealment maneuvers. They don't call headquarters and wait, just in case the unidentified guy is a friendly who is aiming at DJT.
Giving the killer time, opportunity and every possible assistance by keeping my boss in place is not security work. That's aiding and abetting the guy on the rooftop.
They had one main responsibility.
Keep Mr T alive.
They had coms .
They were armed.
If anything was fishy, Trump would be pulled down behind the bullet resistant podium.
They deal with the threat.
As to the guy climbing to the roof.
The only way they would allow it in my humble opinion is if they truly believed he was one of them.
That means they were hired or deceived to believe that. An interrogation (interview/ debriefing) would reveal that day one.
If any saw him getting into place and sighting on innocents, especially DJT, why would they not immediately respond?
SS was there, someone's swat team was in place. They made sure he killed 2 people as he shot Mr T.
Either through negligence or with cooperative intentions, those who were aware of his presence made sure he was able to get in a secure, stable position and take his time to make head shots from a very visible white roof.
I think it was an inside job.
A. Because he was so conspicuous
B. He had help getting off those head shots.
C. He was provided the prime position to carry out his mission.
