My feeling is every state has the right to propose and pass any laws they wish to use their tax revenue as they wish. If you live in California the proposed plan of $5 million in reparations would cost each tax payer about $600,000. That is a small price to pay if you are receiving the $5 million. On the other hand if you are not receiving any reparations and don't want to pay the $600,000 you can move. This should make moving out of California appear a whole lot more economic.
On the other hand other states can pass laws that they will not pay reparations. It is still a free country, if you want to receive reparations, move to the states that are going to pay it and you may want to look for the best deal. If you don't want to pay reparations again, move to a state that isn't paying them.
Now according to this article California would pass a reparations bill that they would then want the Federal government to pay. Pretty sweet way to roll the whole country. However, that would be, by definition, taxation without representation. The last time someone tried to do that we had a revolution, wouldn't be surprised if that happened again.
