By installing anti-add and anti-tracking software, that software is tracking you, collecting data on you. That data is then sold.
Is this true?

Depends on the product. If it is reputable, then it won't track and sell your data. Since Google is already tracking us and our data is collected by everyone and his dog, we are at a real disadvantage. I won't use my phone for financial transactions of email. I use Ghostery anti tracking/ad blocker. It seems to help. Sometimes sites detect Ghostery and won't load until you suspend it.

It's frustrating. I'm careful but my credit card was scammed anyway. I had to get a new one. I still don't know how my details got out. One thing I realised is that my credit card has had the same number for years. Also, there are some malicious apps that simply generate vast numbers of credit card numbers to see if one gets through. I check my bank every day to look for unusual charges. Even then, it was my bank that picked up a dodgy charge. What is really strange is that the security code was scammed as well.

One way around the problem is to use a VPN. Again, you need to do research. I'm thinking about it myself.

Anti-ad and anti-tracking software are designed to protect your privacy by limiting how websites and apps follow your online behavior, but the irony is that many users worry whether these tools themselves are “tracking you.” Reputable blockers and privacy tools focus on stopping invasive ads, third-party cookies, fingerprinting, and hidden trackers that collect your data across the web, helping reduce profiling and unwanted targeting.

Sure, and that's why I use Ghostery. I would not be surprised if those knocking anti tracking software are those doing the tracking.
