Zechariah 3:2 says that “the Lord has chosen Jerusalem.” He has chosen to dwell on Mount Zion forever, according to Psalms 68:16 and 132:13–14. It is His resting place.
Scripture makes it clear that Jerusalem is where God abides—where His footstool and throne are found. Like the loving Father that He is, He makes known to his children that His heart's desire is to dwell in their midst forever!
Scripture makes clear that Jerusalem and Mt Zion where God dwells are above where the king of Israel dwells.
But ye are come unto mount Zion, and unto the city of the living God, the heavenly Jerusalem, and to an innumerable company of angels, To the general assembly and church of the firstborn, which are written in heaven, and to God the Judge of all, and to the spirits of just men made perfect, And to Jesus the mediator of the new covenant, and to the blood of sprinkling, that speaketh better things than that of Abel. Hebrews 12:22-24
God doesn't dwell in what he calls Sodom and EgyptAnd their dead bodies shall lie in the street of the great city, which spiritually is called Sodom and Egypt, where also our Lord was crucified. Revelation 11:8
When God said through the prophets that Jerusalem would be his throne forever, he was talking about when Christ returns with his people at the resurrection to rule from that place forever. That obviously is not happening now, and won't happen until he returns
