"And he doeth great wonders, so that he maketh fire come down from heaven on the earth in the sight of men,"
And the beast of the earth causes the beast of the sea to make weapons come down on the earth.
Similar to the first beast arising from the population of the sea (Rev. 13:1), this beast arises from the population of the earth. These two metaphors, earth and sea, are used throughout the Book of Revelation to represent the populations following these two individuals.

I usually never agree with your spin.IMO the seas symbolize the world, and the earth symbolizes man. So the beast that arises out of the world is an economic/political system (that is now in our midst, though not yet come into its full power and authority) and the beast that arises out of the earth is a man, or group of people,
