If they have a legal right then they are legally saved and will be spiritually saved with a new birth corresponding to their legal salvation. The message of Salvation isnt an offer, its a preached declaration of the Person and Work of Jesus Christ, who He is, and His work that He has done and its glorious accomplishments for the elect. These are the fruits that we receive by grace. They do not come from man himself, but are gifts given by God.
