Have you considered the fact that Romans is a letter Paul wrote to the Christians in Rome/ In his letter there is no chapter and verse but they were added to help us. You said in Romans 10 there is no mention of baptism but context disagrees with your assumption because in chapter 6 that is exactly what he is talking about so you have to make both harmonize.
Also if you read context in Ephesians Chapter 1 through Chapter 2 you will see the same wording about how God transformed you from dead in sin to alive in Christ. Paul did not tell the Romans one thing and then the Ephesians another. All the apostles taught the same gospel and response to it as did Peter preach it for the first time this side of the cross in Acts 2

Water baptism a commandment given by Jesus, Peter & others.

Water baptism isn't the first breath of one's new spiritual life/birth. Water baptism is an outward Emblem/symbolic representation. A public statement, of belonging to the Lord & self denial. When immersed (buried emblem) & rise up (resurrection emblem). Water baptism isn't about getting saved, it's a response to salvation.
You're publicly partaking in a commanded act of obedience/a gateway to discipleship. This undertaking is an outward physical expression, of the inner spiritual transformation activated, when Christ baptized you with His eternal life giving Holy Spirit. BY GRACE ACCESSED BY FAITH & FAITH ALONE!!!
Jesus also commanded partaking in communion. Although both these actions are commanded acts of obedience. Neither action is the doorway leading to eternal salvation. These events follow the salvation sealing Holy Spirit baptism, performed by Christ alone. See Matt 3:11, Lk 3:16, Mk 1:8, Jn 1:33, Acts 1:4-5, 2:38, 10:45, 11:16)

When FAITH is the Root, obedience will be the fruit.
Rom 6 Paul is preaching to BELIEVERS (See Rom 1:7) They BELIEVED God transformed them from dead in sin to alive in Christ. There faith lead them to be obedient & be water baptized (See Acts 10 God transformed them from dead in sin to alive in Christ & then they were water baptized)
Ir you read the Rom chapter 6 text its about sanctified living not water baptism.

Acts a transitional book (from the dispensation of law to the dispensation of grace) It fulfills prophecy of Joel 2:28-29 & Jesus Matt 16:19
Jesus promises Peter the keys to the kingdom (Matt 16:19).
Peter uses those keys exactly 3 times (Acts 2,8 & 10) each time opening the kingdom's door to a new group. Peter' prophesied key‑holding role is fulfilled.
AFTER ACTS 10, NO ONE NEEDS KEYS ANYMORE
The door is open & the kingdom is accessible.
This is why:
Paul never mentions a formula, never repeats Acts 2:38, never ties tongues to salvation, never says "Peter’s formula is required", never uses "in the name of Jesus" as a baptismal phrase, Paul teaches salvation by grace through faith alone.
Paul's mission isn’t opening the kingdom up, it's building the church inside it. The 3 Acts transitional (from law to grace) events fulfilled Jesus Matt 16:19 prophecy.
Acts 19: Isn't a salvation pattern, NOT a formula, NOT a repeat of Acts 2, NOT a universal requirement.
Here Paul' teaching disciples of John the Baptist who had never heard of the Spirit.. This is a cleanup & not a kingdom opening.
If Acts 2:38 were a universal formula, Paul would continue repeating it. He never does. Because the kingdom key/door opening role was Peters, not Paul's & was fulfilled.
You also try to tie Eph to water baptism. It is like mixing law with grace.

(NOTE: BY GRACE are you SAVED thru FAITH in His sin atoning sacrifice.
13 In whom ye also trusted, after that ye heard the word of truth, the gospel of your salvation: in whom also after that ye believed, ye were sealed with that holy Spirit of promise,
(NOTE: You heard the gospel of your salvation, you BELIEVED & Christ who knows the true heart of man, sealed you (only he can/water can't) with His Holy Spirit.
