This verse does not support regeneration before the personal act of faith.
Christ Jesus is clearly making a descriptive statement about the Holy spirit and not ordo salutis.
In all your other proof texts which you are cherry picking to support "regeneration prior to belief" it has been clearly shown that they do not have "initial act of faith" in view but the faith of the person who has he Holy Spirit indwelling in them.
You are conflating initial faith from the faith of the person who is a believer, again these proof texts have been shown many times to not support your false soteriology.
