JESUS says in,
John 3:5 Jesus answered, Verily, verily, I say unto thee, Except a man be
born of water and of the Spirit, he cannot enter into the kingdom of God.
So CANNOT enter without BOTH, being born of water and of spirit.
Just before JESUS ascended HE told HIS disciples to wait,
Acts 1

1 The former treatise have I made, O Theophilus, of all that Jesus began both to do and teach,
2 Until the day in which he was taken up, after that he through the Holy Ghost had given commandments unto the apostles whom he had chosen:
3 To whom also he shewed himself alive after his passion by many infallible proofs, being seen of them forty days, and speaking of the things pertaining to the kingdom of God:
4 And, being assembled together with them, commanded them that they should not depart from Jerusalem, but wait for the promise of the Father, which, saith he, ye have heard of me.

For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence.
Verse 5,
they SHALL be baptized with the Holy Ghost not many days hence.
After they waited, this happened.
Acts 2:4
And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
Peter tells us, this is what happens when a person is filled with the Holy Ghost.
Acts 2:33 Therefore being by the right hand of God exalted, and having received of the Father the promise of
the Holy Ghost, he hath shed forth this, which ye now see and hear.
Peters first message that JESUS promised to be preached.
Acts 2,
38 Then Peter said unto them, Repent, and be
baptized every one of you in the name of Jesus Christ for the remission of sins, and
ye shall receive the gift of the Holy Ghost.

For the promise is unto you, and to your children, and to all that are afar off, even as many as the Lord our God shall call.
Notice BOTH, baptized in JESUS name for remission of sins, AND the same thing JESUS told them in Acts 1:5
JESUS in Mark 16,

He that believeth and is baptized shall be saved; but he that believeth not shall be damned.
17 And these signs shall follow them that believe; In my name shall they cast out devils;
they shall speak with new tongues;
So HIS word is clear,
need to be baptized in JESUS name for remission of sins and the Holy Ghost is for ALL.
Examples of being reborn in the book of Acts,
Chapter 8, they were baptized first, then received the Holy Ghost days maybe weeks later.
Acts 10, they received the Holy Ghost then was commanded to be baptized just after.
Act 19, they were baptized in JESUS name Paul laid hands on them and they received the Holy Ghost.
In EVERY CASE they were baptized and spoke in tongues.
AFTER that to stay saved, we must work for him.
Romans 10,
8 But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;
9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.
10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.
11 For the scripture saith, Whosoever believeth on him shall not be ashamed.
Paul is telling his church to get out and preach to be saved.
So many people use 10:9 saying that's all you need to do is confess JESUS and your saved but you notice Paul is speaking to a church he started NOT THE UNSAVED.
Romans 10:1
Brethren, my heart's desire and prayer to God for Israel is, that they might be saved.
