So, from where do the funds come to honor the elders?

"Let the elders who rule well be counted worthy of double honor, especially those who labor in the word and doctrine. 18 For the Scripture says, “You shall not muzzle an ox while it treads out the grain,” and, “The laborer is worthy of his wages.”
From offerings. :)

You sidestepped my challenge and avoided dealing with the problem with your interpretation. It’s still there.

Man's understanding in The Holy Scripture is not allowed by God.
2 PETER 1:20-21
20 Knowing this first, that no prophecy of the scripture is of any private interpretation.
21 For the prophecy came not in old time by the will of man: but holy men of God spake as they were moved by the Holy Ghost.

PROVERBS 3:5
5 Trust in the Lord with all thine heart; and lean not unto thine own understanding.

Let us wait for God's Revelation for the meaning of Spiritual Circumcision.

Yes... but that's what happens with a person who refuses to learn: they get told over and over and over again.

Just curious: Do you give money to your church and missions to help them with costs of operation, etc. at all? It sounds like you're trying to find an excuse not to. Regardless of whether you call it tithes or offerings, we should help our brothers and sisters in Christ if they are directly working for God to advance His kingdom.

How does one “financially manage“ a group of people who are called out by the Lord?
You do not financially manage people. Financial management is for the expenses incurred by the church and to assist those in need. In most cases, that will include a salary for the pastor. Our small group's pastor was a business man for many years and refused to accept offerings. We gave to a single mother and others who were struggling. When the pastor shut down his business, he received support from the group. The pastor was a real giver and had not a lot left in his bank account when he retired. God is amazing. One of the group bought the pastor a house. Cash. His every need was met.

I'm against the prosperity/word of faith movement yet I also believe that God provides for His people. We do well if He can use us to bless others.

The Apostles of Jesus waited for Jesus revelation because they know that Jesus is Speaking in Parables (Mark 4:34)
The Jews did not wait for Jesus to reveal the meaning of Temple because for them, Jesus is Speaking in Literal Words (letter which man's understand). That is why The Jews answered him in verse 20.
JOHN 2:14-20
14 And found in the temple those that sold oxen and sheep and doves, and the changers of money sitting:
15 And when he had made a scourge of small cords, he drove them all out of the temple, and the sheep, and the oxen; and poured out the changers' money, and overthrew the tables;
16 And said unto them that sold doves, Take these things hence; make not my Father's house an house of merchandise.
17 And his disciples remembered that it was written, The zeal of thine house hath eaten me up.
18 Then answered the Jews and said unto him, What sign shewest thou unto us, seeing that thou doest these things?
19 Jesus answered and said unto them, Destroy this temple, and in three days I will raise it up.
20 Then said the Jews, Forty and six years was this temple in building, and wilt thou rear it up in three days?

The Apostles of Jesus waited for Jesus to Reveal the meaning of The Temple.
So it was revealed to them when Jesus died and in 3 Days Rose again. The Apostles who waited are only considered believers of the Scriptures.
JOHN 2:21-22
21 But he spake of the temple of his body.
22 When therefore he was risen from the dead, his disciples remembered that he had said this unto them; and they believed the scripture, and the word which Jesus had said.

When it was written, there was no building called a church. No programs, hvacs to repair, cars to park. Church is people.

So, when it was written about supporting elders how did the money get to them?

Staff, elders, deacons, volunteers... whoever is available, willing, and trustworthy.
That idea is modeled after what we call "church" today. Back then, and for 100s of years, they were just people called out by the Lord. There were no salaries, buildings, properties to maintain, etc.

Agreed… but we aren’t responsible for answering the question, “What should they have done?” ;)

op: God-Given Requirement = tithes AND offerings?

a) to whom?
Twelve tribes of Israel

b) for what reason
storehouse/Levitical priesthood

God's Program Of Prophecy/Covenants

Rightly Divided (2 Timothy 2:15 AV) From “Things That Differ!” (online):

God's Other Program: His "Revelation Of The Mystery"

C) inter-dispensational? NO! For Today's ONE Body Of Christ, Under Grace:

Where Exactly is the LAW "storehouse/Levitical priesthood/robbing God Of tithes", eh?
How about, Today EVERY man following God's Grace Instructions? No?:
"Every man according as he purposeth in his heart, so let him give; not grudgingly,
or of necessity: for God Loveth a cheerful giver." (2 Corinthians 9:6 AV)
"Whether therefore ye eat, or drink, or whatsoever [ giving from the heart? ] ye do,
do all To The Glory of God." (1 Corinthians 10:31 AV)
Amen.
