they were all filled with the Holy Ghost, ( and with the Holy Ghost ) and began to speak with other tongues,
as the Spirit gave them utterance. But

one has ever heard Paul’s epistles yet but people are being added daily to the church through baptism of repentance and remission of sins in Jesus name , and
receiving the promise ( baptism of ) of the Holy Ghost remission of sins is what baptism is about in Christ who died for our sins to remit them the Holy Ghost comes by belief of the gospel message about Jesus

They’ve already received the spirit through hearing the gospel and believing the very first thing Peter commands theses gentiles is baptism in Jesus name the same thing he told Jews in chapter 2 mentioning specifically water baptism in his name
“For they heard them speak with tongues, and magnify God. Then answered Peter, Can any man forbid water, that these should not be baptized, which have received the Holy Ghost as well as we? And he commanded them to be baptized in the name of the Lord. Then prayed they him to tarry certain days.”

baptism is a doctrine God sent into the world that the apostles explained well it’s meant to be something we hear about them gladly do with thanks . It’s a simplicity God said “ believe the gospel and get baptized and I’ll be saved “
It’s meant to be an act of faith we partake of because God told us about
baptism in His name for repentance and remission of sins in the gospel.
“Then Philip opened his mouth, and began at the same scripture, and
preached unto him Jesus. And as they went on their way, they came unto a certain
water: and the eunuch said, See, here is water; what doth hinder me to be baptized? And Philip said, If thou believest with all thine heart, thou mayest. And he answered and said, I believe that Jesus Christ is the Son of God. And he commanded the chariot to stand still: and
they went down both into the water, both Philip and the eunuch; and he baptized him. And
when they were come up out of the water, the Spirit of the Lord caught away Philip, that the eunuch saw him no more: and

It’s reletively obvious the lord was leading these men to baptize on water by the spirit he gave them baptism is a gift from God for believers
