Because people have free will. God does not force anyone to speak in tongues, nor will He force the person to interpret. People need to be taught, which Paul was doing in his epistle.
Some legitimate languages are very simple.
It's the PERSON speaking in tongues to God.
1 Cor 14:28 But if there be no interpreter, let him keep silence in the church; and let him speak to himself, and to God.
Scripture?
Again, is there a scripture that says when a person speaks in tongues in the church it is the Holy Spirit speaking TO the church? 1 Cor 14:2 explicitly states that when a person speaks in tongues he is speaking TO God.
My church used to believe as you do, that prophecy and interpretation of tongues was essentially the same thing: God speaking to the church. But there is no verse that says when a person speaks in tongues it is God speaking to the church. It's not there. 1 Cor 14:2 says that when a person speaks in tongues he is speaking to God. Acts 2:11 says that the apostles were speaking the wonderful works of God. Acts 10:46 says that Cornelius and his family were magnifying God. 1 Cor 14:17 says that when a person speaks in tongues he is giving thanks well. If those are the things that the Bible says speaking in tongues is, then the interpretation of tongues should reflect that.
I believe those two manifestations are God giving you information (knowledge) and what to do with it (wisdom) in situations that you wouldn't know anything about by your five senses. It's revelation from God.
Sometimes it works, sometimes if we're not careful it turns into hacking each other up.

Theres the father the son and the holy spirit.
We know that it's the father will to draw people to his son.
Are we going to believe the father no longer speaks directly to us.
As he has such a strong will.
Or are we going to forget this, because our direct communication is through the son.
I believe the father still loves to talk to us directly.
Only I can't boast of my infirmities on this, I can say that with all honesty when the father speaks through a person.
Oh boy do you listen, and not only that oh boy do you know it's a father.
Not only that every bad thought you have is brought to service and cast out and you know what you must do, and I playin with ya either.

Did I say the Father doesn't speak to us?
God speaks, for he is the "Speaking God," and there is no other. Yet He has Declared not I. God said " I have placed MY word above My name. " The Father doesn't hear anyone who comes to him in the Authority of Christ. It is in HIS name we must even ask or by Jesus' authority. That is why we can come boldly because it is the blood of Jesus who allows us to enter into the presence of a Holy God.
The answer to your last qestion is found in Chapters 2 and 3 of Acts.

This is how I read it.
3000 Galileans spoke in tounges, then Peter interpreted it and said you all need to know what the lord has said.
Note peter says God has made Jesus the Messiah.
This was the interpretation of the tounges.
Then he tells them you must repent and be baptised in the name of Jesus in order to recieve the Gift of the holy spirit.
Read for yourself
‘The Lord said to my Lord:
“Sit at my right hand
35 until I make your enemies
a footstool for your feet.
36 “Therefore let all Israel be assured of this: God has made this Jesus, whom you crucified, both Lord and Messiah.”
37 When the people heard this, they were cut to the heart and said to Peter and the other apostles, “Brothers, what shall we do?”
38 Peter replied, “Repent and be baptized, every one of you, in the name of Jesus Christ for the forgiveness of your sins. And you will receive the gift of the Holy Spirit.

Peter interpreted the tounges. None of the Galileans did.
The Galileans where given Judgment for rejecting Jesus as the Messiah, because they said what should we do.
When they where told God has made Jesus the Messiah.
they Spoke in Tongues and he prophesied the prophet Joel.
then explained how they could have same thing.
How can you possibly read it that way?
The Bible does not say that 3000 Galileans spoke in tongues, nor does it say that Peter interpreted it, nor does it say that Peter said "you need to know what the Lord has said."
The 12 apostles spoke in tongues. When they were done, Peter stood up and essentially preached a sermon.
you obviously are not paying attention to the whole interpretation from Peter.
The Galileans where clueless to the fact the gift of tounges that was spoken was also about Judgement that made them repent in order to recieve the holy spirit , that Peter interpreted.
