You have pulled a single line out of a parabolic teaching you have to read those as a whole and think about what he's saying it's like an allegory sort of hea communicating a message to his believing disciples
The lesson usually becomes clear at the end conclusion
Notice how the line you quoted has a rhyme , a contrasting point the next line

servant, which knew his Lord's will, and prepared not himself, neither did according to his will, shall be beaten with many stripes
. But he that knew not, and did commit things worthy of stripes, shall be beaten with few stripes.

Jesus is explianing the better you understand Gods will the more accountability you have to live upright by that will
If you don't understand much you don't have the same accountability to do what you don't truly grasp
