It is in the context of….

Rom 10:9 That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved.

Rom 10:10 For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation.

Rom 10:11 For the scripture saith, Whosoever believeth on him shall not be ashamed.

Rom 10:12 For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.

Rom 10:13 For whosoever shall call upon the name of the Lord shall be saved.

It does.. but also with Romans 10:9-10

It's believing on the Lord Jesus Christ... with the calling upon the name of Jesus something you can do. .but is not literally required thing-- because what if someone can't talk? So part of believing on Christ.. may mean inwardly calling on Him.. but actually having to speak His name physically? That gets a bit ridiculous.

So it is believing on the Lord Jesus Christ.. full stop. Which means believing He is God.. that He died and rose again.. and that by believing in Him you have eternal life.

Change of mind, heart.

Adding to what was in post #2 - anyone who was believing and sincere when they did so - yes.

In other words, whosoever does so according to the true meaning of the context of the verse - yes.

Salvation is given to all who [truly] 'believe on' - and have [real] 'faith in' - the Savior.

God has made salvation easily accessible.

Here are some more verses that say the same.

John 3:15
So that everyone who believes will have eternal life in Him.

John 3:16
For God so loved the world, that He gave His only Son, so that everyone who believes in Him will not perish, but have eternal life.

John 3:18
The one who believes in Him is not judged; the one who does not believe has been judged already, because he has not believed in the name of the only Son of God.

John 3:36
The one who believes in the Son has eternal life; but the one who does not obey the Son will not see life, but the wrath of God remains on him.”

John 5:24
Truly, truly, I say to you, the one who hears My word, and believes Him who sent Me, has eternal life, and does not come into judgment, but has passed out of death into life.

John 6:35
Jesus said to them, “I am the bread of life; the one who comes to Me will not be hungry, and the one who believes in Me will never be thirsty.

John 6:40
For this is the will of My Father, that everyone who sees the Son and believes in Him will have eternal life, and I Myself will raise him up on the last day.

John 6:47
Truly, truly, I say to you, the one who believes has eternal life.

John 7:38
The one who believes in Me, as the Scripture said, ‘From his innermost being will flow rivers of living water'.

John 11:25
Jesus said to her, “I am the resurrection and the life; the one who believes in Me will live, even if he dies,

John 11:26
And everyone who lives and believes in Me will never die. Do you believe this?

John 12:44
Now Jesus cried out and said, “The one who believes in Me, does not believe only in Me, but also in Him who sent Me.

John 12:46
I have come as Light into the world, so that no one who believes in Me will remain in darkness.

John 14:12
Truly, truly I say to you, the one who believes in Me, the works that I do, he will do also; and greater works than these he will do; because I am going to the Father.

1 Corinthians 1:21
For since in the wisdom of God the world through its wisdom did not come to know God, God was pleased through the foolishness of the message preached to save those who believe.

Romans 10:13
King James Version

13 For whosoever shall call upon the name of the Lord shall be saved.

Does this mean that everyone who has ever called upon the name of Jesus will be saved?
We do not save ourselves. God saves us. We are dead people, before that point! Dead people can't make choices!

"As for you, you were dead in your transgressions and sins, 2 in which you used to live when you followed the ways of this worldand of the ruler of the kingdom of the air, the spirit who is now at work in those who are disobedient. 3 All of us also lived among them at one time, gratifying the cravings of our flesh and following its desires and thoughts. Like the rest, we were by nature deserving of wrath.4 But because of his great love for us, God, who is rich in mercy, 5 made us alive with Christ even when we were dead in transgressions—it is by grace you have been saved." Eph 2:1-6

So, just calling on the Lord is not enough! God must call us. Then, we call upon him! If a person who is unsaved calls upon the name of the Lord, are they truly believing in God? Plus, what do other scripture in say? And not just in Scripture, but more specifically, what do the verses around Roman's 10:13 say?

You simply cannot pull one verse out of context, then say Romans 10:13 says anyone who calls upon the Lord willl be saved. IN CONTEXT, Romans 10 is a great chapter about salvation. Romans is a systematic treatise in the nature of salvation. The entire purpose of Romans is to lay out a clear understanding of salvation. So, one verse, must be read in light of the verses around it, the passage, but all of Roman's 10, and all of Romans.

Only a few verses earlier, Paul says:

"If you declare with your mouth, “Jesus is Lord,” and believe in your heart that God raised him from the dead, you will be saved. 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved." Roman's 10:9-10

So, there is another condition! You must declare with your mouth is first. Any unsaved person can do that. But the next phrase, "you must believe in your heart!" Why? Because the heart believes, the mouth justifies.

So verse 13 in Roman's 10, is declaring again, that we must confess Jesus with our mouths. But, if we don't believe with our hearts, all the confessing in the world will not save us.

My general piece of advice to anyone who has questions like this about a verse like this, the way to go about it, is to read the whole passage or chapter. So read all of Romans 10. Then you would have seen on your own, that without belief, which is truly a gift of God, no one is saved. Confessing or saying something you don't believe does not save you. That is how to correctly interpret any passage. Look at the verses around us. Remember that the verses were added by Stephanie, over a 1000 years after they were put to the Greek and Hebrew texts. And sometimes, the verses aren't divided in the right place. Originally, in Koine Greek, it was just all one flowing piece of writing! Paul was writing about, how to be saved.

But from personal experience, I witnessed and prayed for my parents salvation from the time I was saved in 1980. In seminary, around 2010, I was taking evangelism. One of our assignments was to witness to 3 people. I chose my parents, because they weren't saved. I gave them my testimony. That was very eye opening to my father, because he had seen such a huge change in my life, and he understood that I felt that Jesus had changed me. Which he had! He even told me to hold onto my religious beliefs because they had helped me. Well, it was never about me holding into my beliefs, but rather Jesus and the Holy Spirit holding onto me! But my father chose not to pray with me to accept Christ. Why? Because he knew in his heart, he didn't believe.

My mom did chose to confess with her mouth. But she didn't believe either. And I always knew in my heart, that despite her calling in the name of the Lord, she did not believe. And not believing, made her words null & void. My father got very sick with heart disease in 2011. He had an incident in the hospital where he almost died. He was scared. He knew he didn't know where he would go if he died. So, my husband & I explained the gospel. I told him about Jesus dying in the cross for our sins. My husband told him about the need for repentance. He praying, confessed Christ. But at that moment, God gave him
the faith to believe. He was truly saved. After that, he told every one he met in the hospital about Jesus. He told me they didn't know about Jesus. His transformation was amazing! From an atheist to a believer who believed. He died 5 months after that. I read him the Bible daily, played Christian hymns for him, and prayed with him every day till he passed away. I know he is with Jesus!

My mom is now 93 and dying. She has told my sister & I that she doesn't believe in God. She is not interested in God. So, despite her calling upon the Lord 13 years earlier, she is not saved. Not a Christian. Doesn't believe! This grieves me terribly. But it is not up to me. It is between her & God. She has rejected Jesus, and his atoning work on the cross! Calling upon God was not enough without believing in Christ!

I hope that answers your question!

Calling on the name of the Lord in order to be saved culminates in relying on the name of the Lord, trusting in Him for salvation. When you call upon Jesus to save you it is that you trust in him to come to your aid. Inherent in your calling upon Jesus is the essential faith that He can and will save you. So, in essence, to call on the name of the Lord unto salvation is to believe in Christ as Lord and Savior, that He alone is the all sufficient means of your salvation and will provide for you eternal life.

So this means Christ became our Saviour. We haven't saved yourselves, We have to trust him in order to be saved.

Romans 10:13 King James Version 13 For whosoever shall call upon the name of the Lord shall be saved. Does this mean that everyone who has ever called upon the name of Jesus will be saved?
Yes. Everyone who turns to Christ alone (plus nothing) for salvation shall be saved. That is God's promise to "whosoever" (anyone and everyone) without exception. God desires that all men should be saved and come unto the knowledge of the truth.

But we need to take this a step further. We need to understand what is being revealed in this chapter. Take the whole 10th chapter of Romans as one unit and digest it, then focus on verses 9 -12:That if thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved. For with the heart man believeth unto righteousness; and with the mouth confession is made unto salvation. For the scripture saith, Whosoever believeth on him shall not be ashamed. For there is no difference between the Jew and the Greek: for the same Lord over all is rich unto all that call upon him.

This passage should not be divorced from the requirement to repent and believe on the Lord Jesus Christ. Therefore Paul said that he preached (a) repentance toward God and (b) faith toward our Lord Jesus Christ (Acts 20:21). Repentance means a sincere turning away from all sins and idols, and a turning to God and Christ for salvation. It means death to the old life and a new life in Christ.

I have emphasized "Lord" since genuine faith in Christ must begin with the heartfelt belief that Jesus of Nazareth is God, and that He is both Lord and Christ. So when a sinner calls upon the "Lord" he or she is saying that they accept the total lordship of Christ over their lives. That they will be totally obedient to Him.

At the same time the word "Lord" means that Christ destroyed the power of sin, death, Hades, Hell, and Satan at the cross and in His death, burial and resurrection. Which means that He is a living Lord and Savior, and He can save you from Hell as well as from yourself, forgive your sins, and give you the gift of eternal life, and the gift of the Holy Spirit. So calling upon Christ is to actually receive Him into your soul as Lord and Savior (John 1:12,13; Rev 3:10). This is what it also means to believe in thine heart that God hath raised him from the dead.

So Paul summed all this up when he said "Believe on the Lord Jesus Christ, and thou shalt be saved, and thine house" (Acts 16:31).

It means everyone who calls upon the name of the Lord was in a saved state. One has to be saved in order to call upon the name of the Lord.

Careful, are you implying that one gets saved by performing requirements first ? That sounds like a law concept !

No! That is false doctrine and doesn't even make sense. Every time I see this nonsense posted I will speak against it. That is not what the Word says !!

Yes, they were already were born by the word of God in their heart Rom 10:8

8 But what saith it? The word is nigh thee, even in thy mouth, and in thy heart: that is, the word of faith, which we preach;

They were born of the word the incorruptible seed 1 Pet 1:23-25

23 Being born again, not of corruptible seed, but of incorruptible, by the word of God, which liveth and abideth for ever.

24 For all flesh is as grass, and all the glory of man as the flower of grass. The grass withereth, and the flower thereof falleth away:

25 But the word of the Lord endureth for ever. And this is the word which by the gospel is preached unto you.

Phil 2:9 . . God exalted him to the highest place and gave him the name
that is above every name.

The name that's above every name is of course Jehovah (a.k.a. Yahweh)
because there is none higher than God. This is an unbelievably great honor
because it means Jesus has a God-given right to be a spoken of, spoken to,
and respected as; the supreme being. (Rev 1:8)

* Jacob's spiritual name "Israel" is a portent of Jesus' elevation to the
rank and throne of God. The Hebrew word means: "he shall rule as God".
Well of course Jacob never ruled as God and in point of fact his son Joseph
outranked him in Egypt. So I think it's reasonably safe to assume Jacob's
spiritual name looked ahead to one of his future descendants.

So; when people claim Jesus is Lord per Rom 10:9, what are they really
saying? Are they saying he's a monarch or saying he's a divine being? Well;
if they're only saying he's a monarch that's not good enough because they
aren't giving him the amount of honor that his God-given honor deserves.

Well.. what if someone is mute? They cannot physically call upon Jesus name.

I guess if calling on Jesus name were a requirement.. they could do it inwardly.

I do not think of calling upon the Lord as necessarily being done aloud, or vocally .:)

Even here we say such things as, you said such and such, when nobody spoke aloud (that we know of .;):giggle:).

Perhaps there are some yelling at their screens? LOL

I'd imagine the Lord can understand sign languages just as readily as vocal
languages, and if perchance the mute person is literate, they can always
write their words on a scrap of paper and hold them up for the Lord to read.
For those who cannot write, nor know sign, they could try drawing some
pictures to represent their thoughts, or even make gestures with hand and
arm signals.

To say that Christ died and rose again for sinners, and they still remain lost isnt giving Him His due Honor and Glory for Salvation. See His Resurrection is a Testification that His Death did Gloriously and Justified them He died for before Gods Law and Justice Rom 4:25

25 Who was delivered for our offences, and was raised again for our justification.
