Good to meet you! From the book of Revelation, the description given does sound like Moses and Elijah:
Revelation 11:6
They have power to shut up the heavens so that it will not rain during the time they are prophesying; and they have power to turn the waters into blood and to strike the earth with every kind of plague as often as they want.

Let's look at your text in verse 6.
"These have power to
shut heaven that it rain not m the days of their prophecy"
So we know it's not speaking about the events of Elijah because Rev 1:1 expressly states these matters are
future from Christ ascension.
James 5:17 Showers from heaven are indicative of Divine blessing and peace as per Psalm 72:6 also.
The withdrawal of such implies that peace is taken from the earth.
Drought is related to Divine wrath see Deut 11:17 & Zech 14:17.
Revelation is extremely symbolic and speaks to specific times in our history. The challenge is to understand who and what is being reference here. Keep in mind each of these prophecies helped encourage believers throughout the past 2000 years and provided them strength to know God was working in the nations to bring about His Will.
The next part of the verse is super clear:
"And have
power over waters to turn them to blood".... "Waters turned to blood" are symbolic of peoples and
nations (Rev 17:15) suffering the effects of war!
Rev 17:15 And he saith unto me,
The waters which you saw, where the whore sits are peoples, and multitudes, and nations, and tongues.
Understanding the imagery, metaphors and types / anti-types is so important when reading the Revelation. It uses language only known to those who study the Word of God and show themselves worthy of its blessing.
