I believe a balloon rises because the air around it is heaver than the gas within the balloon. It is squeezed and/or pushed upwards.

The balloon returns (falls) back to earth when the helium escapes the balloon.

PS - any mass that falls to the ground when dropped is 100% purely due to the fact that it is heavier then the air around it - Period.

Gravity is not negated by the helium balloon, but rather demonstrated by it. The very fact that air is heavier than the helium-filled balloon is due to gravity. The very fact that the less-full helium balloon is heavier than air is also due to gravity.
