That is true. He didn't tell us to clean up our lives and somehow become sinless to be acceptable. In spite of our awful sins, He paid the punishment, the torment for them all. Taking the Bible as a whole, we see that God does not rain fire and brimstone upon cities whose people He loves. Judgement to hell is not an expression of love so what happened? We know the verse you quoted.and many more expressions of love.
Sodom, Gomorrah, and other cities were full of people who hardened their heart against God, like Pharaoh. They did not want to think about Him. They decided to be arrogant and eventually God gave up on them, giving them over to a reprobate mind. Romans chapter 1.
Jesus came not to judge the world, but that the world through Him might be saved, John 3:17.
That does not mean that He will not ever judge mankind. That wasn't His mission while upon the Earth, however, He pointed out how He would judge, even using cities like Sodom as examples and warnings to others. Every child enters this world with the live of God for them. When they have opportunities as adults as free will offers, they can choose Him or reject Him. Gandhi rejected our God and turned many from His Son. God in turn rejected Gandhi and turned him over to a reprobate mind. So, does He still love Gandhi?
