Matthew 1:22-23 Now all this was done, that it might be fulfilled which was spoken of the Lord by the prophet, saying, Behold, a virgin shall be with child, and shall bring forth a son, and they shall call his name Emmanuel, which being interpreted is, God with us.
... then Matt 1:22-23 is the fulfillment of the prophecy referred to in Isaiah.
I already answered that. It would be an Allusion. Like when Jesus returned from Egypt Matthew quoted a text about Israel or Jewish People coming out of Egypt as a Parallel case. I understand it has been claimed that Jesus fulfilled around 300 prophecies. In Acts 1 Peter took a verse out of context when replacing Judas.

The rising water has reached my neck.
2 I have nothing to stand on.
I am sinking down, down into the mud.
I am in deep water,

The people will settle there again and own the land.
