why would this be true?
Doesn't the one rescued have to a least accept the help offered in order to be saved?If two people are drowning and a rescuer goes to rescue them and one of them is saved and one is not. Why did this happen? if the rescuer was totally able to save both?
I am thinking in terms of a lifesaver being thrown, while maybe you are proposing something different?
