If you read Revelation asking what the symbols mean, you can see it in history and today. If you look for the symbols to appear, it will never happen.
But is all the prophesy in revelation fulfilled? No.
Some of what Revelation prophesies is still to the future. So we cannot yet determine its meaning then.

The promises made in revelation are different than prophesy. The promises in revelation that are still to the future can be understood and trusted like a new Earth and a new Heaven, the end of death...

But prophesy is different than promise.

I do not believe a believer can interpret prophesy correctly prior to its fulfillment. Only after the prophesy is fulfilled can a believer can understand and interpret it correctly.

Herer's a really big problem. Most prophecy in scripture cannot be understood until after fulfillment. How many prophecies can you think of that were fulfilled the way they were written? About 11 of 96 according to Robert Whitelaw in his book on prophecy and Millennialism.

It clearly mentions two, but what are the two? Are they two men? It does not say this. In fact these two are thrown alive into the lake of fire. For man he must die once and then face judgement. The evidence is that they are not two men. For men do not bypass the first death to be thrown alive into lake of fire.
So what then are the beast and false prophet? They are manifestations of Satan. Tyrannical Government (state) in connection with a corrupted christian Church (church). Also known as "church and state"

The rest were not thrown into the lake of fire here in Rev 19. They were just KILLED by the sword and their flesh was eaten by vultures.
The beast and false prophet are institutions with a demonic power behind them. These Institutions are filled with men (and women). So after these two institutions (two demonic powers) were done away with forever into the lake of fire the people of these institutions , the rest, were then killed. But they were not thrown into lake of fire yet, because they were not judged yet. They were killed because of their sins and un-repentance.

Also important to note in Rev 19:19: The kings of the earth in Rev 19:19 are not men either. They are demons. Their armies, however, those are men.

Men are fighting...not an institution...and for that matter, an institution is made up of men.. We are talking about people led by the wrong spirit...

And those whose names are not written in the book of LIFE, will be cast into the lake of fire.

Every person will be accounted for...

Those who did good will live, those who did evil, will not...

But this is the second resurrection...after the 1000 year reign.

And prior to the 1000 year reign, the beast and the false prophet were killed instantly...they, these two men, will not rise...they were cast into the lake of fire...the rest of the dead prior to the 1000 year reign had to wait until everything had passed...then they, as a person, who will have to give an account of themselves alone from any institute, will rise and be judged....

Please review Revelation 20 and John 5...

In John 5 we hear of those who have HEARD THE VOICE of the SON of GOD NOW...and have believed.

But, we also hear this:

A TIME WILL COME WHEN ALL WILL HEAR THE VOICE OF THE SON OF GOD....

Those are they who did NOT have a part in the FIRST RESURRECTION....

No it refers to a man-made religious institution that is under the rule of one man, one man at a time.

Here you have two men, ruling over two different institutions, but the same demonic power is behind them both.

As one pope dies, he is replaced by another pope but the same demonic power remains. As one Archbishop of Canterbury is succeeded by the next man, the same demonic power remains.. This power is either an actual demon or some type of manifestation of Satan. This is promised to remain until Christ returns and throws "him" alive into the Lake of Fire.

Again, "him" is not a man. It is the demonic power behind the man of lawlessness.

I believe I have a fuller understanding now. The Archbishop of Canterbury is a false prophet who is under the authority of the Roman Pontiff. So Roman Pontiff alone is the Man of Lawlessness.

Where does this fit into the supposed 7 years of reign (or 3.5 years of reign) of the beast?

Revelation 17:8 - "The beast, which you saw, once was, now is not, and yet will come up out of the Abyss and go to its destruction. The inhabitants of the earth whose names have not been written in the book of life from the creation of the world will be astonished when they see the beast, because it once was, now is not, and yet will come."
The beast is the Antichrist, the Antichrist has hypothetically always appeared always in the form of the devil. The mentality of the Antichrist has always existed, but i would not say the devil is eternal, but he started everything Antichrist.
