The bible is clear, sin was not imputed to those that lived before the law. The bible also says Jesus went and preached to them, they were exposed to the law. That's all we can say. Were they given a chance to repent? I don't know, probably, but the bible doesn't say one way or the other as far as I know.

I believe that the very next verse essentially says, "but there was never a time when disobedience to God was excusable." I believe that Romans 1:19+ reinforces this.
Jesus came to give us a way out of Hell, not a way into it. If Cain did not repent in his older years, he won't be given another chance (as far as I know). In the beginning, a law was already preinstalled. I believe that Romans 1 says as much. Cain will not be judged for rejecting Jesus, but he will be judged for disobeying God.
