Neither.
There are 3 baptisms. You (like many) haven't yet seen the distinction between the first two.
The baptism mentioned in Rom 6:3 is not water baptism.
It is also not "the baptism in the Holy Spirit" (Acts 1:6, Acts 2:4).

The baptism that Paul speaks of in Rom 6:3 is the same as he described in Gal 3:27 & 1 Cor 12:13, where the believer is baptized IN Christ, BY the Holy Spirit, at the moment of faith=salvation. This is a baptism of YOUR spirit....The Holy Spirit baptized you INTO Jesus. That's how a person is "IN Christ", their new identity.

It is evident that studying our Hebrew history is necessary. Here's a note on Galatians 3:27 from the authors of the Cultural Backgrounds Study Bible published by Zondervan.

3:27 baptized into Christ ... clothed yourselves with Christ. Everyone would understand Paul's images. Jewish teachers normally expected Gentiles converting to Judaism to be baptized so they could join God's people; these converts were baptized naked and could then be reclothed after the baptism. Jewish writers could speak of being "clothed" with the Spirit or virtues.

Matthew 3:11 - ..I baptize you with water for repentance, but He who is coming after me is mightier than I, and I am not fit to remove His sandals; He will baptize you with the Holy Spirit and fire.

Mark 1:8 - I baptized you with water; but He will baptize you with the Holy Spirit.

Acts 1:5 - for John truly baptized with water, but you shall be baptized with the Holy Spirit not many days from now.

Acts 11:16 - ..John baptized with water, but you will be baptized with the Holy Spirit.

1 Corinthians 12:13 - For by one Spirit we were all baptized into one body—whether Jews or Greeks, whether slaves or free—and have all been made to drink into one Spirit. Jesus used the word 'drink' and 'living water' when referring to receiving the Holy Spirit. (John 4:10,14; 7:37-39) In Ephesians 1:13 we read that we are sealed with the Holy Spirit when we believe the gospel, so the Holy Spirit is not passive.

From these scriptures above, both Jesus and the Holy Spirit are involved in the baptism of the Holy Spirit, so I don't need to seek elsewhere in scripture to satisfy answering your questions in order to figure that out.

I want to make sure that I'm understanding you correctly: (1) Do you believe that water baptism is something that a new believer in the Lord Jesus Christ should undergo in the 21st century?, and (2) If you do believe that water baptism is for today, is your reasoning for the immersion solely as a sign of conversion to the world?
