when written, it was either during or before 'the church age' ((deferring to your mid-Acts changeover)), not after.
wouldn't you need the church age to already be over when Peter writes this letter in order for that to fit the nation of Israel?

No it's not. Peter is speaking to the elect of the scattered tribes (the "all Israel" of Paul in Romans) that was being saved when Peter and James wrote to them in the 1st century.

The physical nation was being transformed in a spiritual nation which included the Gentiles. The holy nation status was previously only conferred on the physical nation.
